Kwara State is presently setting benchmark in inclusive disability governance, political participation, policy framework and social participation in the country. This is obvious from the various deliberate policies, appointments and programs by the Kwara state governor targeted at persons with disabilities in the state.
The Governor of Kwara state, Mal. AbdulRahman AbdulRazaq, represented by Mrs. Bolanle Olukoju, Commissioner for Communication, Kwara State disclosed this during a program organized by The Voice of Disability Initiative, (VDI) in Abuja. He prides himself in his inclusive policies and program as a governor who has appointed PWDs into various positions in the state.
Mal. AbdulRahman AbdulRazaq recognizes the importance of protecting the rights of persons with disabilities, and his commitment is reflected in concrete actions taken so far.
He said, “We have enacted a comprehensive law safeguarding the rights of individuals with disabilities within the state, ensuring inclusivity and equal opportunities.
“Our dedication to inclusivity extends to governance itself. We have appointed people with disabilities to key positions, including Permanent Secretaries and Special Assistants, amplifying their voices in shaping policies and strategies. This deliberate effort ensures that the concerns and perspectives of individuals with disabilities are integral to our decision-making processes.
“In fostering a participatory approach, we held budget meetings with the management of ministries, departments, and agencies at the School for Special Needs in Ilorin during the inception of our administration. This initiative not only emphasizes our commitment to inclusivity but also underscores the significance of accessibility in governance.
“Recognizing the pivotal role education plays in empowerment, we have undertaken substantial efforts to reposition and equip the School of Special Needs with enhanced facilities. This initiative aims to create an environment conducive to learning and development, ensuring that individuals with disabilities have equal access to quality education.
“We remain steadfast in our commitment to building an inclusive society where the rights of all citizens are protected and upheld.
In response, The VDI Board Chairman, Barr. (Dr.) Daniel Uwaezuoke expressed appreciation for the strides achieved by Mal. Abdurrahman AbdulRazaq in Kwara State. He encouraged other states to follow suit in deliberately formulating policies and programs targeted at improving the rights and dignity of PWDs.
Uwaezuoke said “Findings indicated that Kwara State already have Disability Rights Laws. Most refreshingly, Kwara State has appointed three persons with disabilities into the exalted position of Permanent Secretary. This is a clear example of disability friendliness and inclusion which we applaud. We urge other states in Nigeria to emulate this commendable action by Kwara State Governor, Alhaji Abdulrazaq Abdulrahman.
“Among other things, the stakeholder engagement also indicated that the three project states – Kwara, Enugu and Ebonyi are yet to comply with the public structures accessibility requirements as contained in the Discrimination against Persons with Disability (Prohibition) Act. We look forward to seeing this gap bridged in the very near future.”
